BANDA DE MÚSICOS DE LA POLICÍA NACIONAL

 

ANTECEDENTES HISTÓRICOS

La Banda de Músicos, desde su creación en el año 1912 por los Maestros Italianos Nicolino Pellegrini y Salvador Déntice, ha sido una institución formadora de grandes músicos como José Asunción Flores (creador de la Guarania), Remberto Giménez, Carlos Lara Bareiro, Darío Gómez Serrato, Gerardo Fernández, y otros.

Desde sus comienzos se abocó a la tarea de formar jóvenes idóneos, quienes formarían parte de grandes orquestas nacionales, y de otros músicos que triunfarían en el extranjero.

Esta institución se constituyó en el eje central de la formación académica de músicos paraguayos, dirigida por los maestros italianos que llegaron a nuestro país con la misión de formar bandas de músicos en distintos estamentos del Estado.

Los primeros directores italianos, citados más arriba, tenían una política cultural interactiva, que consistía en crear un vínculo entre la sociedad y la policía y, a través de ella, con el Estado. Al principio fue muy difícil, pero con el esfuerzo de los maestros y músicos lograron establecer un espacio muy abierto al intercambio de  todo tipo de opiniones, sin tener en cuenta ninguna organización política, color, raza, o religión. A través de la Música, que es el lenguaje universal de la humanidad, realizaron actividades artísticas de toda índole.

La primera actividad que se logró fue la famosa retreta en las plazas públicas (plaza Italia, la más recordada), allí la Banda ejecutaba pequeñas obras sinfónicas, minuets, oberturas, suites, marchas sinfónicas, mayoritariamente de compositores italianos.

La primera impresión de la gente fue muy efusiva, y esto alentó a los artistas a desarrollar otras presentaciones más llamativas y más complejas. Comenzaron a realizar ensayos más intensos que obligaron a los músicos a desarrollar mejor su intuición musical, de allí nacieron varias obras de música paraguaya, en especial nuestra polca Kyre’ÿ, que alegra el sentir del ser paraguayo.

Rápidamente, la Banda de Músicos tomó un papel destacado dentro de la sociedad musical paraguaya, y dio realce a la institución policial, logrando la masiva concurrencia de los ciudadanos a las retretas realizadas por la misma.

Transcurrido el tiempo, la Institución, ya mejor organizada, fue abriendo el campo para otro tipo de actividades, que motivó a la realización de conciertos de temporada en el histórico Teatro Municipal de Asunción por pedido insistente de la sociedad paraguaya, quienes ya se reservaban el tiempo para asistir a las presentaciones que realizaba la Banda de Policía.

Fue y es actualmente una institución, por excelencia, proveedora de músicos profesionales para la comunidad asuncena.

Los esporádicos conciertos del Instituto Paraguayo y el Ateneo Paraguayo no podían realizarse sin músicos de la Policía, la mayoría de las orquestas populares estaban integradas por músicos de la institución. Las compañías de óperas que visitaban Asunción, necesariamente contaban con músicos de la Policía. Los más entusiasmados promotores para la fundación de la Asociación de Músicos del Paraguay fueron los músicos de la Banda de Policía, asimismo para la creación de la Orquesta Sinfónica de la Ciudad de Asunción, la mayoría de sus integrantes fueron y son hasta ahora los músicos de la Banda de Policía; es decir, la Banda de Músicos de la Policía Nacional es el sostén de las orquestas sinfónicas (Orquesta Sinfónica de la Ciudad de Asunción OSCA, Orquesta Sinfónica Nacional OSN y otras orquestas y conjuntos populares). Varios docentes en el Conservatorio Nacional de Música, en el Conservatorio Municipal de Asunción IMA y otras Escuelas de Música afines fueron formados en la Policía Nacional.

Podemos asegurar que en el curso de la historia cultural de nuestro país, principalmente en lo que se refiere a la Música, la Banda de Policía se constituyó en un verdadero pedestal del que se sostuvieron el origen, desarrollo y formalización de la música paraguaya, y fue la institución musical vínculo y producto de acontecimientos culturales gloriosos de nuestra historia. Incluso algunos de nuestros grandes compositores han identificado a las bandas de músicos con el militarismo, lo que tiene algo de verdad, pero no se percataron de que estas fueron las instituciones profundamente insertas en las costumbres populares, profanas y religiosas, compartiendo sus penas, alegrías, esperanzas y sus danzas.

Para explicar la razón por la cual a la década del 20 se la puede considerar como el tiempo del renacimiento de la cultura nacional, hubo un hecho muy significativo y que probablemente se haya constituido en la tónica de esa época y del renacimiento: el activo protagonismo en la promoción de la cultura en el área urbana de Asunción de músicos de extracción muy popular, procedentes casi todos de localidades campesinas.

En este aspecto, cabe señalar que por una notable coincidencia,  todos estos que se constituyeron en sus más altos exponentes estaban reunidos en la Banda de Policía, Flores, Félix Fernández, Gómez Serrato, Herminio Giménez y otros. Fue esta situación la promotora consciente o inconsciente de la tendencia hacia la búsqueda de la paraguayización de la cultura en oposición a la ideología eurocentrista.

En los músicos y poetas de esa década nace con fuerza la idea basada en “ÑANDE AVEI IKATU JAJAPO AMBUE HENDÁPE OJEJAPÓVA, ÑANE MBA’E  TEETÉVA” (nosotros también podemos crear lo que en otros lugares se hace, un producto propiamente nuestro).

Basado en esta gran idea y decisión, José Asunción Flores creó la Guarania desde la Banda de Policía y demostró que el paraguayo es un ser pensador y creativo, capaz de defender sus raíces culturales y hacer conocer a los demás.

Actualmente, la Banda de Músicos de la Policía Nacional cumple un rol muy importante dentro de la sociedad, ya que demanda cuantiosas actividades culturales de alto nivel, tanto culta como popular, que le permite interaccionar con sus ciudadanos a través de la Música, trasmitiendo esperanzas, optimismo institucional y resaltando las presentaciones artísticas, debido a la juventud y energía de sus integrantes, quienes han sido preparados por la Escuela de Aprendices con un perfil académico profesional a nivel Nacional e Internacional, lo que les permite ejecutar grandes obras sinfónicas, oberturas, suites y otras composiciones contemporáneas con la Banda Sinfónica; además de obras populares con aire jazzístico y fusiones con la música paraguaya, de arreglos totalmente modernos, interpretados por la Jazz Band, en la cual los Músicos talentosos demuestran sus capacidad técnico-musical de alto vuelo, situándose a nivel de las orquestas extranjeras más reconocidas.

 

BANDA DE MÚSICOS DE LA POLICÍA NACIONAL

BREVE RESEÑA HISTÓRICA DE UNA INSTITUCIÓN QUE ESTE AÑO CUMPLE 100 AÑOS DE INTENSA LABOR DE FORMACIÓN DE MÚSICOS Y DIFUSIÓN DEL ARTE MUSICAL EN EL PAÍS.

En el presente año 2012, se conmemora el centenario de creación de una de las primeras instituciones de enseñanza y difusión musical que tuvo el Paraguay, la Banda de Músicos de la Policía Nacional, en sus comienzos llamada BANDA DE MÚSICOS DE LA POLICÍA DE LA CAPITAL.

Corría el año 1912 y se fundaba la Banda de Músicos de la Policía de la Capital bajo la dirección del músico italiano Nicolino Pellegrini, siendo Jefe de Policía en ese entonces el Señor Ernesto Velázquez. Por aquella época los integrantes de la Banda en su mayoría eran extranjeros; posteriormente fueron nacionalizándose con la incorporación de jóvenes músicos compatriotas como Gerardo Fernández Moreno (primer paraguayo que ocupó la dirección de la Banda en 1944) Juan Escobar, Herminio Giménez, Emilio Biggi, Mauricio Cardozo Ocampo, Carlos Dos Santos, Darío Gómez Serrato, José Asunción Flores (creador de la Guarania), Felix Fernández, Remberto Giménez, Carlos Lara Bareiro, Florentín Giménez, Arturo Pereira, y muchos otros.

Locales de la Banda de Músicos: El primer local de la Banda funcionaba en la ex cárcel al lado de la Catedral, posteriormente se trasladó a Yegros y Segunda, luego cerca del Parque Caballero, después por mucho tiempo estuvo situada en Ayala Velázquez e/ España y La Fuente, todos estos lugares ubicados en la ciudad de Asunción, y actualmente se localiza dentro del predio del Instituto Superior de Educación Policial sito en Avda. Del Cadete y Oficial Insp. Leongino Santacruz, ciudad de Luque.

La Banda de Músicos se destaca por la formación de músicos profesionales, sobre todo en el área de Instrumentos de Viento. Para ello cuenta con la Escuela de Aprendices “Mtro. Remberto Giménez”, donde adolescentes de 13 años en adelante, son instruidos en el Lenguaje Musical y la ejecución instrumental. También está organizada la Escuela de Estudios Musicales “Mtro. José Asunción Flores, donde los músicos, ya egresados de la Escuela de Aprendices reciben capacitación técnica elemental y superior.

La Banda cuenta con diversas agrupaciones integradas por alumnos y profesores egresados de las Escuelas Musicales, y son: la Banda Sinfónica, Orquesta de Cámara, Jazz Band, Orquesta Electrónica y el Conjunto Folklórico “Los Vigilantes”.

Con estas agrupaciones, la BANDA de MÚSICOS cumple servicios de su competencia dentro y fuera de la institución policial, acompaña los actos marciales, desfiles, ofrece conciertos de Gala con un vasto repertorio de música clásica y popular, difundiendo así la cultura musical a través de sus presentaciones en todos los escenarios del territorio nacional.

 

 

 

 HISTORICAL BACKGROUND 

The band of musicians since its inception in the year 1912 by the Italian masters Nicolino Pellegrini and Salvador Déntice, has been a training institution of great musicians such as José Asunción Flores (creator of the Guarania), Remberto Giménez, Carlos Lara Bareiro, Darío Gómez Serrato, Gerardo Fernández, and others.

Since its inception it embarked on the task of forming suitable young people, who form part of large national orchestras, and other musicians who triumph abroad.

This institution became the core of the academic of paraguayan musicians directed by the Italian masters who came to our country with the mission to form bands of musicians in various sectors of the State.

The first Italian directors, cited above, had an interactive cultural policy, which consisted in create a link between society and the police and, through it, with the State. At the beginning it was very difficult, but with the effort of teachers and musicians they managed to establish a space very open to the exchange of all kinds of opinions, without taking into account any political organization, color, race, or religion. Through the Music, the universal language of mankind, they made artistic activities of any kind.

The first activity that was achieved was the famous “retreta” in the public squares (plaza Italy, the most remembered), there the band played small symphonic works, minuets, overtures, suites, symphonic marches, mostly of italian composers.
The first impression of the people was very effusive and this encouraged the artists to develop other presentations more eye-catching and more complex. They began to do more intense rehearsals that forced musicians to develop their musical intuition best, there were born several works of music, especially our polka Kyre'y, glad the feel of being paraguayan.

Quickly, the band of musicians took a role featured in the Paraguayan music society, and gave enhancement to the police force, making the massive turnout of citizens to the “retretas” carried out by the same.

Elapsed times, the institution, now better organized, was opening the field for other types of activities, which led to performing concerts of season at the historic Teatro Municipal de Asunción (Municipal Theatre of Asunción) by insistent request of paraguayan society, who were already reserved time to attend the presentations being conducted by the police band.

It was and is currently an institution par excellence, provider of professional musicians for community.

Sporadic concerts of the Paraguayan Institute and the Paraguayan Ateneo could not take place without musicians of the police; most of the popular orchestras were integrated by musicians of the institution. The Opera Companies that visited Asunción, necessarily had with musicians from the police. The most enthusiastic promoters for the foundation of the Association of musicians of the Paraguay were the musicians of the police band, also for the creation of the Symphony Orchestra of the city of Asunción, the majority of its members were and are so far the police band musicians; the Band of Musicians of the National Police is the mainstay of the symphonic orchestras of Paraguay (Symphonic Orchestra of the city of Asunción OSCA, National Symphony Orchestra OSN, and other orchestras and popular ensembles). Several teachers at the National Conservatory of Music, in the Municipal Conservatory of Asunción IMA, and other related music schools, were trained in National Police.

We ensure that in the course of the cultural history in our country, mainly in what refers to the music, the police band became a real pedestal held the origin, development and formalization of the Paraguayan, music and it was the musical institution link and product of glorious cultural events in our history. In this regard, should be noted that by a remarkable coincidence, all these constituted in its highest exponents were gathered in the Police Band, José Asunción Flores, Félix Fernández Gómez Serrato, Herminio Giménez and others. This situation was the promoter conscious or unconscious of the trend towards the search for the “paraguayización” of culture in opposition to the Eurocentric ideology.

Based on this great idea and decision, José Asunción Flores created the Guarania from the police band and demonstrated that the paraguayan is a being thinker and creative, able to defend their cultural roots and make known to others.

Currently, National Police band of musicians plays a role very important in society, since demand hefty cultural high-level activities both cultured and popular, that lets him interact with its citizens through the music, transmitting hopes, institutional optimism and highlighting artistic presentations, due to youth and energy of its members, those who have been prepared by the Apprentices School with a professional academic profile at national and international level which allows them to perform major symphonic works, overtures, suites and other contemporary compositions with the Symphonic Band; in addition, popular works with Jazz Air and mergers with the paraguayan music, arrangements fully modern, interpreted by Jazz Band, in which the talented musicians show theirs technical and musical high flight capability, settling at the level of the best-known foreign orchestras.

 

BAND OF MUSICIANS OF THE NATIONAL POLICE

BRIEF HISTORY OF AN INSTITUTION THIS YEAR CELEBRATES 100 YEARS OF INTENSE WORK OF TRAINING MUSICIANS AND DISSEMINATION OF MUSICAL ART IN THE COUNTRY.

The present year 2012, commemorates the centenary of creating one of the first institutions of education and musical diffusion which took Paraguay, the Band of Musicians of the National Police, in its early days called Band of Musicians of the Capital Police.

It was the year 1912 and was founded the Band of Musicians of the Capital Police under the direction of the Italian musician Nicolino Pellegrini, being Chief of police at the time Mr. Ernesto Velázquez. At that time members of the band were mostly foreigners; later were nationalizing with the incorporation of young musicians compatriots as Gerardo Fernández Moreno (first Paraguayan who took the direction of the band in 1944) Juan Escobar, Herminio Giménez, Emilio Biggi, Mauricio Cardozo Ocampo, Carlos Dos Santos, Darío Gómez Serrato, José Asunción Flores (creator of the Guarania), Felix Fernandez, Remberto Giménez, Carlos Lara Bareiro, Florentín Giménez, Arthur Pereira, and many others.

Premises of the band of musicians : The first premises of the band worked in former prison next to the Cathedral, later moved to Yegros and Segunda, then near the Park Caballero, then for a long time was located at Ayala Velázquez between España y La Fuente, all these places located in the city of Asunción, and currently is located within the grounds of the higher Institute of police education site in Avda. Del Cadete and Oficial Insp. Leongino Santacruz, Luque city.

The band of musicians is notable for the formation of professional musicians, especially in the area of wind instruments. For this purpose it has the School of Apprentices "Mº Remberto Giménez", where teenagers, aged 13 onwards, are instructed in the musical language and instrumental performance. Also is organized the School of Musical Studies “Mº José Asunción Flores”, where the musicians, now graduates of the school of apprentices receive technical training elementary and higher.

The band has several groupings integrated by students and teachers graduates of musical schools, and they are: the Symphonic Band, Chamber Orchestra, Jazz Band, Electronic Orchestra and a Folk Group called "Los Vigilantes" (The Watchers).

With these groupings, the band plays services of their competition inside and outside the police force, accompanied martial acts, parades, Gala concerts with a vast repertoire of classical and popular music, bringing musical culture through their presentations in all the stages of the national territory.
